Luther Cullen Carter (February 25, 1805 – January 3, 1875) was a U.S. Representative from New York. Born in Bethel, Maine, Carter moved to New York City and engaged in mercantile pursuits. He served as member of the Board of Education of New York City in 1853. He retired from business and moved to Long Island City, where he engaged in agricultural pursuits. Carter was elected as a Republican to the Thirty-sixth Congress (March 4, 1859 – March 3, 1861). He served as chairman of the Committee on District of Columbia (Thirty-sixth Congress). He was an unsuccessful candidate for reelection in 1860 to the Thirty-seventh Congress. He died in New York City January 3, 1875.
